This recruitment will be used to fill a contract-funded, at-will Forensic Scientist I, II, or III level vacancy in the Controlled Substances Unit. This recruitment will also establish an eligible list which may be used to fill future Controlled Substances Unit vacancies.
This classification has been designated as a non-classified, non-merit system, at-will position.

Forensic Scientist I ($59,401.47 - $88,572.85 annually)
A Forensic Scientist I is responsible for applying the physical sciences to the investigation of crimes by learning to perform laboratory examinations of physical evidence submitted to the Police Department Forensic Services. An employee in this class receives extensive training under direct supervision. A Forensic Scientist I writes scientific examination reports, prepares findings for court presentation, testifies in court, and discusses laboratory results with officers and attorneys. Personnel in this job classification work under close supervision from more experienced personnel and subject matter experts. This class is responsible for performing related duties as required.
This is a professional entry-level class in the Forensic Scientist series. Incumbents in this class receive training in higher skill level duties and perform examinations under close supervision. An employee in this class reads relevant materials and attends training sessions in all aspects of forensic laboratory practices. Routine work is performed independently, but assignments that are more complex may be performed under direct supervision depending on the level of difficulty. A Forensic Scientist I is distinguished from the Forensic Scientist II class by the latter's competence/expertise in more areas of forensic science and recognition as an expert witness in court. All work is performed in accordance with established departmental policies and procedures, federal/state guidelines, and accreditation standards. Employees in this class work with chemicals and other hazardous materials. As training progresses, incumbents are expected to exercise independence and good judgment. A Forensic Scientist I may progress by noncompetitive promotion to the classification of Forensic Scientist II after successful completion of all requirements stipulated in the criteria-based promotion plan, which include four years of forensic laboratory experience. This class is supervised by a Forensic Scientist Supervisor who reviews work in progress and through reports, meetings, and results achieved. This class is FLSA exempt-professional.
Forensic Scientist II ($68,754.19 - $102,518.83 annually)
A Forensic Scientist II performs specialized forensic evaluations and/or complex forensic examinations of physical evidence submitted to the Police Department Forensic Services. A Forensic Scientist II is recognized as an expert in at least one area of forensic science, which may include blood alcohol analysis, controlled substance identification, latent print comparison, toxicology, serology, DNA testing, arson, firearms/toolmark examination, or trace evidence analyses. A Forensic Scientist II writes scientific examination reports, prepares findings for court presentation, testifies in court, and discusses laboratory results with officers and attorneys. This class is responsible for performing related duties as required.
This class is considered a journey-level position in the Police Department Forensic Services Forensic Scientist series. Incumbents in this class have progressed by non-competitive criteria-based promotion through successful completion of all stipulated requirements or meet the education and experience requirements prior to being hired by the City of Mesa Police Department. Employees in this class may receive further training in order to progress by non-competitive promotion to the classification of Forensic Scientist III upon successful completion of requirements stipulated in the criteria-based promotion plan and the requirements of the class. A Forensic Scientist II may conduct field investigations at crime scenes to search for, collect, and preserve evidence for laboratory analysis; and reconstruct situations and physical evidence of a crime in the demonstration of proof of the connection of persons, instruments, or materials with the crime. The Forensic Scientist II class is distinguished from the Forensic Scientist III class by the latter's state of the art expertise and years of laboratory experience. A Forensic Scientist II is supervised by a Forensic Scientist Supervisor through on-the-job observations, reports, meetings, and results achieved. All work is performed in accordance with established departmental policies and procedures, federal/state guidelines, and accreditation standards. A Forensic Scientist II works with chemicals and other hazardous materials. This class is FLSA exempt-professional.
Forensic Scientist III ($83,566.91 - $124,603.65 annually)
A Forensic Scientist III performs highly specialized forensic evaluations and/or examinations in connection with the identification and comparison of physical evidence submitted to the Police Department Forensic Services. A Forensic Scientist III operates, maintains, programs, and interprets data from highly technical and/or computerized instrumentation, such as an automated blood alcohol analysis system, a gas chromatograph/mass spectrometer, or DNA-related equipment, depending on assignment. Further responsibilities include: preparing and conducting officer training; assisting with the development and monitoring of a quality assurance program; conducting field investigations at crime scenes; troubleshooting; maintenance and validation of instrumentation; method development and validation; consulting and coordinating with experts, police officers, and attorneys; writing technical, scientific reports; and providing expert testimony in court. This class is responsible for performing related duties as required.
Forensic Scientist III is a professional class in the Forensic Scientist series which involves work in specialized areas of forensic science, such as arson, drug identification, toxicology, blood alcohol, breath alcohol, serology, DNA testing, trace evidence analyses, and/or firearm, tool mark, and impression examination. This position is the highest level in the Forensic Scientist series and may be responsible for the technical work direction and training of subordinate Forensic Scientists in all operations and in evidence processing. An employee in this class provides guidance, training, and technical assistance to less experienced personnel. Incumbents in this class have progressed by non-competitive promotion through successful completion of all stipulated requirements in the criteria-based promotion plan or meet the education and experience requirements prior to being hired by the City of Mesa Police Department. An employee in this class may conduct field investigations at crime scenes to search for, collect, and preserve evidence for laboratory analysis; and reconstruct situations and physical evidence of a crime in the demonstration of proof of the connection of persons, instruments, or materials with the crime.
Supervision is received from a Forensic Scientist Supervisor and work is reviewed through meetings, reports, and results achieved. All work is performed in accordance with established departmental policies and procedures, federal/state guidelines, and accreditation standards. This position involves working with chemicals and other hazardous materials. This class is FLSA exempt-professional.
Controlled Substances Unit Assignment: A Forensic Scientist in the Controlled Substances Unit performs forensic examinations of physical evidence submitted to Forensic Services related to the identification of controlled substances and fire debris analysis. Duties include: performing qualitative analysis of suspected drug samples and trace evidence of fire debris. Incumbents will perform macroscopic examinations, microscopic examinations, weight measurements, preliminary color tests, instrumental tests to include gas chromatography/mass spectrometry (GC/MS), infrared spectrophotometry (FTIR/ATR), thin layer chromatography (TLC), and microcrystalline tests as well as interpret instrumental data. Incumbents will provide support for the K9 units and the field drug testing program including training of police personnel, proficiency testing, maintenance of instrumentation and distributing the test kits. At least seven years' experience as a Forensic Scientist or equivalent in a recognized laboratory actively engaged in the forensic sciences; experience testifying in court as an expert witness; and state-of-the-art expertise in a specialized area of forensic science as described in the Distinguishing Features section, OR successful completion of all requirements stipulated in the criteria-based promotion plan for this classification. Special Requirements. Forensic Scientist I, II, and III: Because of the confidential, sensitive nature of information handled, successful completion of a background investigation examination is required. Must possess a valid Class D Arizona Driver’s License by hire or promotion date.
Substance Abuse Testing. Forensic Scientist I, II, and III: Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures.

Forensic Scientist III - Latent Prints

Summary Statement
The Arizona Department of Public Safety is seeking an experienced and motivated individual to join our team as a Forensic Scientist III specializing in the LATENT PRINTS discipline. A Forensic Scientist utilizes chemical, microscopic, chromatographic, and comparative techniques and instrumentation to examine, identify and evaluate physical evidence which may include: controlled dangerous substances; blood, urine, and other biological specimens; firearms; questioned documents; latent prints; trace evidence; and other items of evidentiary value. Minimum Qualifications
A Bachelor's Degree from an accredited college or university with major course of study in biology, chemistry, or closely related physical or natural sciences with either a minimum of thirty (30) semester hours in chemistry or a minimum of twenty (20) semester hours of chemistry with completed coursework in molecular biology, genetics, and biochemistry; a minimum of seven (7) years of experience as a forensic scientist in a recognized crime laboratory; demonstrated competency in at least one forensic discipline; and court or professional presentation experience applicable to forensics.
Additional forensic scientist experience, beyond the required seven (7) years, may substitute for semester hours of chemistry (one (1) year additional forensic scientist experience equals ten (10) chemistry semester hours).

About The Position
The duties for the Forensic Scientist position in the Latent Print Unit will include analysis, comparison, and evaluation of complex latent print evidence and the examination, development, and preservation of latent prints on submitted evidence. Duties will also include writing detailed reports and testifying to the methods used and the conclusions reached and conducting the evaluation and quality review of analytical results and reports. On rare occasions, may provide technical assistance and expertise at major crime scenes.

A Bachelor's Degree in a physical or natural science, with a minimum of 20 semester hours of chemistry related coursework from an accredited educational institution.
Eight years of experience as a forensics examiner in a crime laboratory.
Must have a working expertise in one forensic discipline.

Licensing, Certifications and Other Requirements:
Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.

Position Specific Summary
The Crime Scene Specialist I position at the City of Tucson’s Police Department conducts crime scene investigations, identifies, photographs, collects, and preserves evidence associated with crime scenes. Duties and Responsibilities
Crime Scene Photography (45%) - Essential
Documents crime scenes, victims, suspects, autopsies, physical injuries, and evidence through specialized digital photography. Utilizes 3D laser scanner for documentation of crime scene measurements.
Crime Scene Processing (25%) - Essential
Utilizes various methods to develop and collect latent friction ridge detail and swabs evidence for DNA. Utilizes presumptive tests to identify bodily fluids, lead or copper. Under immediate supervision of a Property and Evidence Manager assigned to the Criminal Investigations Division, the Crime Scene Specialist (CSS) is responsible for photographing and documenting crime scenes as well as recognizing, collecting, and preserving physical evidence for the Salt River Police Department. Examples of Tasks
1. MINIMUM QUALIFICATIONS
Work Experience:
Requires four (4) years of experience in forensic crime scene work for a law enforcement agency.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education:
Requires a bachelor’s degree from an accredited college or university with major coursework in a natural science, chemistry, forensic science, criminalists, or a degree related to the core functions of this position. Master’s degree is preferred.

About The Position
This position serves as the unit’s DNA Technical Leader as defined by the current version of the FBI Quality Assurance Standards for Testing Laboratories (FBI QAS). Performs method validation and prepare written reports. Coordinates and assists management with the training of Forensic Scientists. Aids in solving technical problems and propose new or modified analytical procedures and implementation into the laboratory. Duties will include analyzing evidence for the presence of biological fluids, and performing subsequent DNA analysis, writing detailed reports, assisting in the development and implementation of forensic methods and programs. Conducts the interpretation, evaluation, and quality review of analytical results and reports.
The ideal candidate will have experience working in an accredited Forensic Laboratory, validating instruments and methods, giving court testimony; will possess knowledge of method development and implementation and have strong writing skills.

The City of Chandler Police Department is currently seeking qualified individuals interested in joining our team as a Forensic Scientist. This is a full-time, exempt position with benefits. This position will have the option of working a 5x8 schedule Monday through Friday, from 8:00 a.m. to 5:00 p.m., or a 9x80 schedule, from 7:00 a.m. – 5:00 p.m.
Forensic Scientist I Minimum Qualifications ($55,390 – $75,358 annually)
• Bachelor's Degree with major courses of study in Chemistry, Biology, Forensic Science, or a closely related physical or natural science with a minimum of twenty (20) semester hours of chemistry; and
• Valid Arizona Driver's License with acceptable driving record; or
• Any equivalent combination of experience and training which meets the minimum qualifications.
Forensic Scientist II Minimum Qualifications ($63,419 – $87,869 annually)
• Bachelor's Degree with major courses of study in Chemistry, Biology, Forensic Science, or closely related physical or natural sciences with a minimum of 20 semester hours of chemistry; and
• Four (4) years forensic laboratory analysis experience with a working expertise in at least one (1) forensic science discipline;
• Valid Arizona Driver's License with acceptable driving record; or
• Any equivalent combination of experience and training which meets the minimum qualifications.
Forensic Scientist III Minimum Qualifications ($73,306 – $102,628 annually)
• Bachelor's Degree with major courses of study in Chemistry, Biology, Forensic science, or closely related physical or natural sciences with a minimum of 20 semester hours of chemistry; and
• Must have seven (7) years of experience as a forensics examiner in a recognized forensic laboratory with working expertise in two (2) forensic disciplines;
• Valid Arizona Driver's License with acceptable driving record; or
• Arizona POST General Instructor Certification within one (1) year of hire or promotion date;
• Any equivalent combination of experience and training which meets the minimum qualifications.
Forensic Services Technician

Under close to general supervision, performs semi-skilled to skilled technical crime scene investigation duties to identify, collect, preserve, photograph, compare fingerprints, and process other physical evidence at crime scenes; and Photograph, develop, print, enlarge and reduce photographs and to do other related work as required. This position also requires conducting accurate, effective evidence recordkeeping, maintaining evidence inventory and chain-of-custody, and preparation of evidence exhibits for court presentations and related courtroom testimony. Work is performed in accordance to Federal and State laws plus established policies and procedures with considerable need, after appropriate training is gained, for independent judgment and consistent exercising of a high degree of accuracy and attention to detail.
This is the entry level position within the Evidence Technician series. Employees in this classification will be provided opportunity to acquire the necessary knowledge, skills and related training to perform the more routine or less complex tasks in processing and handling crime scene and evidence. Incumbents learn to identify, photograph, collect, and preserve physical evidence at crime scenes for laboratory analysis. Gathering, preserving, interpreting, and presenting crime scene evidence is done under close scrutiny of a supervisor and/or a full journey-level Evidence Technician II. Court testimony is limited to presentation of crime scene evidence. As experience, knowledge and skills are acquired, incumbents perform with less immediate supervision and continue to learn the full scope of duties and responsibilities. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions, possession of essential licenses and/or certifications and completing the progression criteria established by the City. Employees are encouraged to regularly participate in continuing learning and obtaining additional certifications towards enhancing their knowledge, skills and abilities in the evidence technician profession. This position may be required to work varied shifts throughout the year including nights, weekends and holidays and must be able to work overtime as required. This position is also subject to call in/call back to support the operational needs of the department.

A Forensic Scientist in the Latent Print Unit performs forensic examinations of physical evidence submitted to the Forensic Services related to friction ridge comparative analysis. Duties include: taking exemplars for criminal and non-criminal matters, including deceased persons; making accurate conclusions regarding friction ridge comparative analysis; and operating the Arizona Automated Fingerprint Identification System (AZAFIS) and Next Generation Identification (NGI). Authorized personnel may perform shoe and tire comparisons. This class is responsible for performing related duties as required.
Crime Scene Specialist
